Migrates Portal from the legacy AngularJS frontend and external Tomcat deployment to an Angular application bundled in an executable Spring Boot JAR.

Upgraded to Java 21, Spring Boot 4.1.1, and embedded Tomcat 11.
•
Replaced AngularJS and Grunt with Angular 22, TypeScript, Angular CLI, and npm.
•
Integrated frontend builds and Vitest tests into Maven, with pinned Node.js/npm versions and a committed dependency lockfile.
•
Updated backend dependencies and migrated affected persistence, security, servlet, WebSocket, and mail integrations to current APIs.
•
Added persistent H2 as the default database while retaining external MySQL support.
•
Updated application configuration, database migrations, and deployment scripts for standalone JAR execution.
•
Replaced Bitbucket Pipelines with Jenkins multibranch builds, automated versioning, dependency scanning, test reports, artifact archiving, and Nexus publishing.
•
Added release tagging and commit-based release notes for successful release/** builds.
•
Updated README instructions and Git ignore rules for the new tooling and generated files.
Deployment requirements: JDK 21; MySQL 8.4+ when using an external MySQL database.
